Centre-back Parkes became Pools' first signing of 2024 after joining from Scottish side Livingston.
The former England youth international holds nearly 500 career appearances, having spent 11 seasons in the Football League.
He came through Leicester City's youth set-up before enjoying a four-year spell with Bristol Rovers, gaining promotion from the Conference in 2015.
Parkes then added to his Football League experience after spending time with Leyton Orient, Carlisle United and Exeter City.
