The 21-year-old defender played 20 minutes for Pools in the pre-season friendly match with Preston North End at The Vic on Friday night.
And Cooper revealed after the match that he is hoping to add Burgess to his squad for the upcoming League Two campaign.
Burgess signed a two-year deal with Boro in July 2012 after impressing during a trial with the club and he is now set to join up with Pools to gain further experience.
Cooper, who worked closely with Burgess during his time at Middlesbrough, insists he will be a good addition to his squad,
“I rate him highly and I am certain he will go on to play for Middlesbrough’s first team,” Cooper said.
“He’s a defender who can get the ball down and play as well and we’re hoping that we can wrap something up early next week with his club.”
Cooper also revealed that Pools hope to finalise a deal for striker Nialle Rodney next week.
